Reuters: Darfur people may be left out of Sudan election: U.N. When Sudan holds its first democratic elections in over two decades next year, people in the conflict-ravaged region of Darfur may be left out, the U.N. peacekeeping chief said Friday. "The contested census, large-scale displacement and volatility -- particularly in the area bordering Chad -- create enormous risks that the people of Darfur will not be in a position to participate in the electoral process," U.N. under-secretary-general Alain Le Roy said. "This would further disenfranchise millions already disempowered by conflict," he told the U.N. Security Council, adding that the election results will have an "enormous impact" on the distribution of political power in Darfur where millions of internally displaced refugees live in camps.

Reuters: North, south Sudan leaders trade blame after oil ruling. North and south Sudanese leaders have traded accusations over the roll-out of an international ruling on the disputed Abyei oil region, raising fears of a fresh dispute between the former civil war foes. The accusations -- about control of oilfields and a referendum on Abyei's future -- came less than a week after both sides accepted the judgment on the boundaries of Abyei by a tribunal at The Hague's Permanent Court of Arbitration.

Bloomberg: Darfur Peacekeepers Will Be Able to Curtail Violence, UN Says. The United Nations and African Union are in the final phase of deploying the world's largest peacekeeping mission to the Darfur region of Sudan, a force able by the end of 2009 to largely halt attacks on civilians, UN officials said. "Expectations are high for the mission's performance," Alain LeRoy, head of UN peacekeeping, told the Security Council today. "Shifting from deployment to operations will translate into sustained presence around camps for displaced persons where the most vulnerable populations are living."
