Headline: UN Security Council Draft Resolution Allows Wide Use of Force in Darfur

Britain, France, and Ghana submitted circulated a draft resolution at the UN Security Council to authorize the deployment of a hybrid force of 26,000 African Union and United Nations troops in Darfur:

  • The resolution allows the force to use “all necessary measures” such as the use of force
  • The force will have 19,555 troops and 6,400 civilian policemen
  • The resolution calls on members to announce their troop participation within 90 days of the adoption of this resolution
  • The draft resolution expressed “grave concern” regarding continued attacks by rebel groups, government forces and Janjaweed militia against civilians and aid workers

  • Promised to pressure Abdul Wahid Nour of Sudan Liberation Movement to join the negotiations

Headline: Europe to Discuss Sending Troops to Protect Darfur Refugees in Chad

Javier Solana stated that European Union members are discussing sending troops to protect Darfur refugees in Chad ahead of hybrid force deployment in Darfur:

  • France asked the Union to send 12,000 troops to Chad to create a safe passage corridor for humanitarian aid to the refugees
  • European Union ministers of foreign affairs will discuss this request in upcoming meeting on July 23

Government spokesperson, Ali Sadiq, said that US envoy Andrew Natsios:

  • Was pleased with the hybrid force agreement
  • Expressed US’s support of the hybrid force mission
  • Expressed US’s support of negotiations between the government and rebel groups
  • Promised to pressure Abdul Wahid Nour of Sudan Liberation Movement to join the negotiations

Meanwhile, a high-ranking presidential advisor had reservations about a proposed UN Security Council draft resolution submitted by Britain, France, and Ghana because it was not consistent with Addis Ababa agreement. The draft resolution:

  • Authorizes the deployment of 26,000 hybrid forces in Darfur
  • The resolution allows the force to use “all necessary measures” such as the use of force
