Headline: Sudan to State Position from Draft Resolution in Hours

Sudanese ministry of foreign affairs indicated that it will state its position from UN Security Council draft resolution submitted by Britain and France in 48 hours.

  • Ministry spokesperson Ambassador Ali Al Sadig said the new draft is better than the original one:
  • The new draft acknowledges the previous agreements in Addis Ababa, but
  • Still have some negative points, such as allowing hybrid troops to use force
  • The new draft dropped paragraph about sanctions if Sudanese government failed to cooperate fully

Headline: France Wants African Troops Strengthened and US Want Hybrid Force Deployed Sooner

Assistant Secretary for African Affairs, Jendayi Fraser urged deployment of hybrid force before December 31:

  • People are dying and there is no reason to wait till December 31
  • There are 7,000 African troops on the ground they can be the nucleus of the hybrid force

French Minister Kushner suggested from Addis Ababa adding 3,000 troops to support the current African force till the hybrid force is ready to be deployed

Meanwhile in Tanzania, African and United Nations envoys:

  • Sent Darfur rebel groups invitations to take part in Tanzania meeting to discuss and adopt common negotiating strategy ahead of peace talks with government
  • Urged all groups – small and large – to participate in meeting

Headline: Washington Wants to Speed up Hybrid Force Deployment and Sudan Thinks it’s Unnecessary

Assistant Secretary for African Affairs, Jendayi Fraser urged deployment of hybrid force before December 31:

  • People are dying and there is no reason to wait till December 31
  • There are 7,000 African troops on the ground they can be the nucleus of the hybrid force

French Minister Kushner suggested from Addis Ababa:

  • Add 3,000 troops to support the current African force till the hybrid force is ready to be deployed

Hybrid force leader Rudolph Adada:

  • Urged international community to send more assistance to African forces working in Darfur right now

However, Sudanese government objected to US call saying it would destroy current negotiations.

Meanwhile differences between Darfur rebels intensified threatening Tanzania meeting:

  • Darfur rebels supported and based in Libya – mainly Sudan Liberation Movement factions – did not recognize United Revolutionary Front
  • United Revolutionary Front is based in Eritrea and will participate in Tanzania meeting

Headline: Khartoum: CIA Smuggles Weapons into Darfur

Sudanese Minister of the Interior Al Zubair Taha accused the USA of:

  • Plotting to create instability between different inhabitants of Darfur
  • Killing thousands in Darfur since Abuja agreement
  • Fanning the flame of ethnic fighting in Darfur by supporting rebel leaders

Taha also criticized former British Prime Minister Blair of being “Condoleezza Rice’s secretary” and warned President Sarkozy of France against following Blair’s failed approach.

Headline: United Nations Report Decries “Ethnic Cleansing” by Darfur Militia

UN team of 18 human rights experts issued a report that:

  • Decried “Militia groups that are responsible for ethnic cleansing” activities in Darfur
  • Criticized Sudanese government for not stopping the militia
  • Pointed out that regular human rights violations - killings, rape, forced displacement, attacks against civilians – are common all over Sudan and in particular in Darfur
  • Urged the Sudanese government to ensure that these militia gets no funding or weapons
